I am directed by Lord Lloyd to refer to the discussion at which you were present in this office on the 23rd of July, and to inform you that he has now further consulted the Officer Administering the Government of Hong Kong and he will be grateful if you will be good enough to confirm that you are willing to accept the invitation of the Government of the Colony to accompany Sir David Owen as Engineering Adviser on his visit to Hong Kong about September next for the purpose of undertaking an enquiry into the future administration of the port.

2. You will be paid a fee of 800 guineas for the visit and will also be provided with passages to and from the Colony, and your subsistence and travell- ing expenses in connection with the enquiry will be refunded to you by the Government of Hong Kong.
